Have you tried walking both at the same time? Having Maggie lead the way? They do say that dogs leading the way ARE the pack leader. Perhaps you walk Maggie just a few steps ahead, while someone else walks Daisey a few steps behind? You could also alternate who walks Maggie but be sure she's the lead dog.

Also, if you're all together I'd have Maggie always enter the house first, and have Maggie leave the house first since this establishes leadership. I once heard from a trainer that a dog that leaves the house first, enters the house first, or walks ahead is and has established leadership.

I also heard that if a dog is laying down you should NOT walk around the dog since in a dogs mind this tells them they're the leader....in a pack, all dogs move around the pack leader, and the pack leader will step over other dogs in the pack. Perhaps if Maggie is laying down you walk around her to show Daisy that Maggie is boss...and if Daisey is laying down you step directly over her. I think this will start showing Daisy who's boss.
