I do not work in rescue, but I wanted to offer some suggestions.
Maybe let us know what area you are located in so if there is a rescue in that area on here they can respond. Also have you tried calling any local rescues, it seems that a breed specific rescue may be the better suited rescue in this situation, just because they have a love for the breed and maybe more understanding to the situation then another rescue. Also you may be able to get a local rescue to post him as a courtsy posting if they won't take him.
Good luck in your search for anwswers, it's sad that this is happening, but I do agree that it may be best for everyone if you are able to find your mini a good, less stressful home.
