Add a special tax to money transfers back to Big Mex

Create a bounty system on illegals. Tariff on Day of the Dead crap. And I suggest a heavy fine system. Catch an illegal with a job and make him keep the job but pay a wall tax. Simple but logical stuff. Catch an illegal and ransom them back.
