That's an interesting idea. The Panama Canal is useful and profitable. Maybe a space port or Space Elevator on Mars would be treated the same way.

I think it would best to first send robotic space craft that carry/build habitats for humans. Then the humans could go after they know there's a safe place for them.

Might be a nice comfortable place to retire due to the lower gravity.
