I agree there is not enough time to fully teach everything that needs to be taught and planning time is not built into many teachers' daily schedule. Staff development is usually beneficial and allows teachers to discuss new ideas that are presented. Teachers are able to work together, discuss and plan on ways to implement them. I believe that the follow up sessions are also important. These sessions help clear up misconceptions or questions that may arise.
