I chose health care reform for my issue paper. Although I’ll probably talk some about past attempts at health care reform, my paper will be focuses primarily on “Obamacare”, or the Affordable Care Act, the most recent attempt in the US at health care reform.

In my paper I’ll most likely address the two sides as “conservatives” and “liberals.” Although not all conservatives are on one side and all the liberals on the other, there are conventional liberal and conservative positions on the issue. The conservative position is one that argues that the free market system should apply to healthcare as it does to our economy in general. They believe the government should have no say-so in matters such as individuals’ insurance and healthcare.

Some of the main arguments on the conservative side are that free market healthcare systems lead to lower prices for healthcare. They argue that health insurance and government subsidies promote waste, and that without them, prices of healthcare would drop dramatically. There’s also a big controversy over whether or not the provision of the Affordable Care Act that requires individuals to get insurance is constitutional. Several states have sued the federal government stating that it’s an individual right to choose whether to have health insurance or not.

The liberal side of the issue is that the government has a right and a duty to be involved in the healthcare system. They believe in a hands-on approach to make sure that every individual has affordable healthcare and that health care is up to par.

One of the main arguments on the liberal side is that universal healthcare is a basic human right. They cite article 25 of the Universal Declaration of Rights: “Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services.” Liberals take a somewhat Marxist approach. If the government doesn’t step in, these people will continue to be oppressed. Liberals point to the problem of uninsured people seeking urgent care. When they don’t have insurance to pay for it, the hospital’s (or medical care provider’s) costs will go up in general to pay for those that don’t have insurance.

My topic impacts citizens of the US. Most citizens will feel the impact of this bill, whether it’s in a big way such as a homeless person and the individual mandate, or in a small way, like a middle class individual’s insurance plan changing to meet Obamacare’s requirements.
