I was really engaged by the "should drive instruction" part at the end of your post. I agree that many teachers are making it through because they have so much to deal with that it is difficult to take a hard look at what you're doing in order to make changes. However, I think that you hit the nail on the head when you said "drive instruction" because we all need something to do that. People say things like, "I have to cover the curriculum," and they do, but not at the expense of students actually understanding the curriculum. So the data collection piece is good to help us see realistically where the students are to make better decisions.
