I think that, ultimately, it boils down to how you set up the pen pal assignment. If you set ground rules that the writing cannot be lazy, or that it must be the best writing that you can do, then students will follow these rules. For our purposes, I think the ultimate goal is written communication. We can refine that as it goes, but making writing something enjoyable where the students can see how it will help them in life is our ultimate goal.
