Great question. This is my opinion on the matter:
Obviously each individual case is unique just as every person is, but in my experience with ASD, it has been a common characteristic. While ASD does not necessarily mean that a student will be so focused on something they do not want to listen, it is a common characteristic on the spectrum. Various reasons could be the cause: over or under stimulation, social anxiety, etc. I have also seen the behavior exist as the result of parents always letting the child do what they want. Of course it would be difficult at first to treat a child with a disability the same as another child (discipline them, tell them "No", etc.), but that is absolutely how we have to do it unless we want them to feel like an outcast.
Any student with ASD (or not) should absolutely have some control over their learning; the classroom should not be a dictatorship. That being said, students with ASD have to be given the same support and boundaries as students without ASD or they will qucikly learn how to manipulate the system.
