I think that for the majority of the time, the issue is not that parents don't realize the importance they play in their child's education, but time and resources may limit their involvement in that education. Depending on their socioeconomic status, some parents may have to work multiple jobs that don't allow them to read to their child before bed or help them with their homework after school. I think raising awareness is a good step, but that schools and their employees must try to reach struggling parents where they are at and offer more services, such as after-school care in which students can be read to or programs that offer enrichment activities.
