Dr. Jim:

O.S.C. stood for Order of Scottish Clans. I've seen old newspaper clippings, etc., for meetings going back at least to the 1890s in America. Do not know if there were British meetings or not. Due to the age of the organization(s), I would venture a guess that at their inception America had only 35 states. At least by 1890, there were only about 44 states.
