I know O.S.C. gatherings were going on at various places in the States by 1890.
West Virginia, of course, was carved out of Virginia after the late War of Northern Aggression (but I think you probably aready know that). By the way, on my first trip to our homeland back in 1996, I was travelling outside of John O Groats (about as far north as you can get in the Scottish mainland)and took videos and pictures of a farmhouse with a flagpole flying (no, not the Scottish flag) the Confederate Battle Flag.
As a Civil War reenactor, just recently returned from Gettysburg while involved during thefilming the Ted Turner movie, this brought tears to my eyes.
