but you are making a couple of incorrect assumptions.
1) You are assuming that both the poorer clubs and richer clubs are starting off at the same level. The larger clubs may well buy more and/or use more youth in their teams. The smaller clubs, like us, will have to resort to youth. The larger clubs would have had this advantage anyway - they could still rest their fringe players who may get into our first team. Add to this the equalising effects of being only allowed to make three substitutions in a game, and the potential benefit of being able to discover new talents, and the effect is negligible.
2) You are assuming that more players will have to be registered as professionals in order to form a 11 + 7 playing squad. That is also wrong. At last count most teams have squads of around 20 plus players - that would never need to change, so I don't really think the 'mass recruitment drive' you mention would be needed.
I agree that football cannot support so many professionals in the game, but that is a far larger issue that is going to be neither positively or adversely affected by the change in substitute numbers ruling.
I'm glad players are rubbing their hands with glee at the thought, it will make them want to play for the club more and look forward to pulling on the first team jersey - again, a benefit overall for football.
