eternal-september.org is apparently free (I just typed the website, so verify before you actually go there!) but I didn't have much luck with it.

I use Astraweb, where $10 will get you a lifetime supply of data if you're just reading groups. It's been 10 years since I paid for 90 GB (it was $25 at the time, cheaper now) and I've used 5GB so far.

Google Groups is supposed to own the archives, but their interface is a piece of junk. You might be able to find what you're looking for there, but prepared to be annoyed.
