I hope you find a new home for Todd soon.
His anxiety is more likely to be related to him being older when you collected him. Puppies should be rehomed at 8 weeks and if left in kennels until 12 weeks can be poorly socialised. Our dog Morris was 12 weeks old when we brought him home and he was very shy for quite a while - He's fine now so it isn't irreversable damage but it is definitely not a good idea.
12 weeks is still very young - about the equivalent of a 10 year old child. If you don't want to go through the tedium of a puppy you need to get a dog over 12 months old and already socialised appropriately - remember that once toilet training is over you still have to survive 6 months or more of chewing.
Getting an adult dog also comes with risks - firstly why is the dog being rehomed at that age (often they already have behavioural problems) and the second risk is separation anxiety which is very common in dogs rehomed as adults.
I'm sure you'll be fine next time - a smaller dog and at 8 weeks of age - or possibly an adult from a rescue organisation.
